60kph / 37.5mph speed limit

If the speed limit is only 60kph (37.5mph), how come there are motorcycles like this here? Because they drag-race them on a long straight stretch of road. They have extended rear swingarms so they don't pop wheelies as easily when laying on the power. They don't use helmets much here either. I wonder if they do as they're drag-racing down Sorobon Road, which is lined with thorns and cacti...
